ICS Manager ist das Tool von ATDI zur Automatisierung des Frequenz-Managements. Es zielt darauf ab, die Anforderungen eines breiten Spektrums an Frequenzverwaltungen zu erfüllen, von nationalen Behörden bis zu industriellen Körperschaften. Praktisch von allen, die eine große Anzahl an Kanälen, Nutzern, Standorten, Anlagentypen, Lizenzen und Serviceleistungen zu verwalten haben.

The tool is based on and is fully compliant with ITU-R Rec. SM 1047: National Spectrum Management and Rec. SM 667: National Spectrum Management Data. When used as a stand alone application ICS Manager will also provide the ideal solution for ITU-R Rec. SM 1048: Design Guidelines for a Basic Automated Spectrum Management System for smaller territories and industry organisations in countries with deregulated frequency assignment regimes.

The tool allows the user to carry out station definition, ITU notification, international coordination, licence issue and the host of management functions associated with spectrum management given a definitive statement of spectrum use within a country.  Monitoring data can be imported and compared to that on record.  Frequencies can be assigned to individual stations and allotted to services.  Frequency plans can be assembled and managed and future assignments made against these plans.  Data can also be stored specifying antennas, equipment and users.  Licensing data can be exported to a billing system for generation of invoices for spectrum use.

ICS Manager is based on recommendation ITU-R SM.1370. It offers a secure database environment, powerful data exchange functions, a customisable reporting tool, dedicated data-input interfaces and enhanced visualisation functions.

As an application it provides basic generic functionality.  Optional modules can be added for VHF/UHF broadcast services, LF/MF broadcast services, fixed services, mobile services and satellite services including earth stations.  When combined with ICS Telecom, ICS Manager acts as the spectrum management database while ICS Telecom provides the operator with a decision support tool.  Frequently within regulators the database is used by a licensing officer and the technical tool by a licensing engineer.

ICS Manager can function as a standalone application or can be networked in a client-server installation. The system uses a relational spectrum management database core using Oracle or Acccess.

• Interface with major monitoring equipment providers
